The African Constituency Bureau (ACB) was established in 2012. It became operational in 2017, dedicated to supporting African representatives on the Global Fund Board in their efforts to combat AIDS, Tuberculosis, and Malaria—three of the most devastating diseases impacting the continent. As a unifying entity, the ACB integrates the efforts of representatives from East & Southern Africa (ESA) and West & Central Africa (WCA), collectively advocating for the needs and priorities of 46 African countries that benefit from the Global Fund’s resources. By consolidating these regions, the ACB significantly enhances the African voice in critical global health governance discourses, ensuring that policies are responsive to and shaped by African priorities. The Bureau’s strategic location at the headquarters of the Africa CDC underscores its pivotal role in African health diplomacy and policy-making. Operating under a ‘hub and spoke’ model, the ACB has core staff based in Addis Ababa, with additional team members dispersed across the continent to ensure broad geographic representation and integration.
The ACB’s current trajectory is guided by a comprehensive transformation roadmap that aims to significantly scale up operations to bolster the continent’s health capacity to influence global health policy. This ambitious plan requires robust and innovative resource mobilization to ensure sustainable growth and the continued efficacy of the Bureau in fulfilling its mandate.
Job Summary
The job will entail the following strategic tasks-
Securing sustainable financing for ACB. This will entail systematic implementation of the ACB sustainability plan and resource mobilisation strategy. The strategies will be reviewed periodically to ensure their continued relevance.
Expanding and maintaining a committed donor base, including funding from African Governments, Africa-based and global development agencies, private sector institutions, and private donors. Implementation of this task will require effective engagement, communication, and advocacy work on the part of ACB
Identifying and implementing alternative innovative funding /resource mobilization mechanisms to enhance financial sustainability and cost efficiencies across ACB programmatic and administrative operations.
Maintaining Donor Interest and commitments to ACB. The consultant will be required to maintain strategic and effective engagement communication with donors, keeping them abreast of ACB’s value proposition and program implementation.
Donor reporting: The consultant will be expected to work with ACB’s Head of Finance and Administration and other departmental heads to ensure timely reporting on all secured grants, including one-off funding for specific projects.
While the consultant will play a leading role in implementing this consultancy, the consultant will work closely with the Executive Director to ensure alignment and consistency with ACB’s policies, vision, and mission and with programme managers to ensure alignment of the resource mobilisation with ACB’s strategic objectives, programmes, and anticipated outcomes.The Consultant is expected to be an excellent team player.
