The main objective of this opportunity is to write feature articles on topics related to the to fight against HIV, TB and Malaria in general and to highlight developments towards progress against the three epidemics in terms of programming, opportunities and innovations, challenges, etc. and on the Global Fund’s work in particular. The resulting articles will be published on the ACB’s website, social media platforms and in the newsletter.
The ACB, also known as “The Bureau”, is an operational hub and policy think tank of the Eastern and Southern Africa (ESA) and West and Central Africa (WCA) constituencies of the Global Fund, which begun its formal operations in March 2017. As a nascent organization, it is currently in the process of developing management systems to help it function successfully. The Governance Framework is one of the overarching and crucial system of the organization. While the organization has a Governance Framework which was developed and has been in operation since 2016, a number of changes and developments within the organization and in the global health environments have necessitated the need to have a new Governance Framework to ensure a right fit with these developments. The new framework is expected to be completed and launched around October 2019.
Established by a resolution of African Health ministers in 2012, the Bureau was set up as a platform to facilitate engagement and consensus building among ESA and WCA constituent countries in Global Fund policies and governance engagements. Its primary functions include ensuring effective engagement, representation and participation of Africa constituencies in Global Fund processes and also to enhance the capacity of the Africa Constituencies to shape Global Fund policies and processes.
Over the last couple of years since its establishment, the Bureau has established platforms for constituent engagement, participation and consensus building and strengthened partnerships with key stakeholders. The Annual Consultative Meeting (ACM) is an annual event that brings together all the constituents to engage in policy discussions, share experiences, and agree on consensus over key Global Fund policy issues. Chaired by the ACB’s board chairperson, this two-day event is the supreme decision-making body of the Africa Constituencies.

The specific objectives are:
These articles are meant to contribute to the debates and discussions on these important issues, including:
· Informing and educating the general public on progress being made in the fight against the three epidemics;
· Contributing to the debates on what Africa needs to focus on to achieve SDG 3 and Universal Health Coverage (UHC) for all by 2030;
· Highlighting innovations and opportunities available to Africa to ensure greater impact, while detailing challenges needed to be scaled by the continent;
· Share lessons learned and case studies of successful interventions to promote South-to-South learning; and
· Publish ten (10) articles under this assignment.
Under this assignment, columnists are expected to:
The columnists will liaise and coordinate their work with the ACB through the Communications Specialist and occasionally with the Policy Analysts.
Columnists are encouraged to write original articles on topics they are subjects they are subject matters experts. The topics may include, but are not limited to:
– HIV, TB and malaria prevention and treatment
– Challenges and issues in the management of the three diseases (VIH, TB and malaria)
– Health financing including Innovative and Domestic Resource Mobilization
– Country ownership
– Sustainability of funding and interventions
– Human rights and gender
– Resilient and Sustainable Systems for Health (RSSH)
– Etc.

The articles should be written in English or in French.
QUALIFICATIONS AND SKILLS
– University degree in communications, social sciences, public health, health economics, governance, etc. A master degree would be an added advantage.
– At least 5 years of progressive relevant work experience in a related field
– Previous results-based Annual Report and articles writing experience
– Previous experience in copy-editing and fact-checking
– High level proficiency in standard computer software, in particular, Microsoft word and Excel
– Excellent written and oral communication skills in English and in French, of publication standard
– Demonstrated ability to meet deadlines
– Excellent written and verbal communication skills in English and good knowledge of French
